Mechanicsburg, Pennsylvania — Harrisburg100 has obtained a copy of a letter sent to the Cumberland Valley School District Board of School Directors. According to evidence detailed by former board director Brian Drapp, the “independent investigation” of the CV cheerleading program was actually conducted by a firm with a vested interest in the school district. CVSD was already a current long-term client of McNees, Wallace & Nurick LLC at the time they were hired, and multiple partners of McNees, Wallace & Nurick have served in recent years on the Cumberland Valley Eagle Foundation Board.
Drapp filed a Right to Know (RTK) request for emails sent between CVSD Board members and the CVSD administration that involved discussions of the seasonal CVSD Cheerleaders coaching contracts (that were subsequently illegally approved by the CVSD Board on Oct 21, 2024, by less than the majority of all board members, a 4-3 with 2 abstaining vote).
Throughout this investigation that cost CVSD tax payers $76,498.40 (based on RTK and publicly disclosed Monthly Bills Lists), Board President Greg Rausch, Superintendent Dr. Mark Blanchard, and Solicitor Michael Cassidy continuously reiterated to the public that the investigation would be conducted by an independent, 3rd party investigator. Drapp said this statement turned out to be false and misleading to both the public and some CVSD Board Members since the Cumberland Valley School District was already a current client of McNees, Wallace & Nurick at the time they were hired and approved by the CVSD board on June 17, 2024. In fact, CVSD has been a client of McNees, Wallace & Nurick at least going back to 2013. Additionally, there were ten (10) payments to McNees, Wallace & Nurick from Aug 2023 – Oct 2024 (as disclosed publicly in the Monthly Bills List) for “other” services not related to the investigation.
Drapp said Dr. Blanchard’s email to Investigator Will was completely inappropriate, and Dr. Blanchard should not have been communicating to Jennifer Will regarding public comments, offering to update her, and even offering to have Solicitor Cassidy brief her. He said Dr. Blanchard and Solicitor Cassidy should not have been involved if this was truly a legitimate “independent investigation.”
